98 Honda Civic DX Auxiliary Power Outlet Not Working

I have a 98 Honda Civic DX that has 2 Auxiliary Power Outlets, they were both fine until my car was stolen. During the theft, my ignition was 'punched' and the car was found being driven by the thieves 4 days later, when I retrieved the car from impound I noticed the power outlet problem (I use it for plugging in my ipod). I took the car straight to a mechanic and had the ignition repaired but both outlets are still not working, I replaced the fuse (the fuse was actually missing when I replaced it) but that didn't help. My other problem is that my windshield wipers were also working fine and after the theft, they now only work on high. I mentioned both of these problems to the mechanic that fixed it but either he didn't remember me asking him to look into it or he didn't care enough to do so. I would like to take the car to a new mechanic to fix these issues but now I am feeling like they take me for an idiot since I know nothing about cars so I am hoping to get an idea of what could be wrong so I can go in armed with some basic knowledge of what they may want to do. As far as the outlet problem, that's probably a fuse problem, assuming there are no wires ripped out. The wipers are going to have to be troubleshooted following a wiring diagram.
