85 Nissan Truck fuel pump problems

I put a new fuel pump in the truck but still no fuel.......When you turn the key to the on position there is a clicking sound at the carburator.....I'm going to test it tonight but I'm thinking the pump is not running. I can't hear it at all. I checked the fuse and its good.....Any idea what the sound would be on the carb? If the filter is plugged would the pump not run??????
