2002 Ford Mercury Mountaineer

Friends vehicle was carjacked and later found stripped. No tires, rims etc, also radio was swiped out(cable cut), He has since replaced the ignition switch. With the new switch in, we can turn the key to the start position and turn back to the off position BUT key will NOT extract unless we disconnect the battery cable. Have hooked up the MVP(mulitpe vehicle programmer) to try and program 2 new keys, but it is unable to communicate with vehicle. Checked fuses,etc. Any ideas before he takes it to the dealer?
