I don´t know English absolutely, so please forgive me. Question are: every tire have a "hole" for air what are pressured into the tire. How can You call the very little plastic caps what are protecting those "holes"? Before filling the tires with air You remove it and after work You screw it back...
That's a very typical "TIRE VALVE STEM CAP" as they are called. They now come in all kinds of colors and with lights even and are a standard threaded cap for tires.
Inside is called a schrader valve which is holding air pressure and can be replaced and adjusted if leaking there. If you just need the caps - ask any place that installs tires and you would probably get several for free!
That pic shows the schrader valve inside,

Even with lights, you say? What kinds or what type of lights? This must be very small lights... Yes - They make caps with tiny batteries that turn on lights (LED lights right on cap) triggered when moving along called "fireflies" and other amusing tire valve caps - some very funtional that change color when pressure is too low!
It's still worth checking pressure normally and the other toys are unnecessary. A plain cap should be there if just to keep water and dirt away from that schrader valve.
Know that the caps alone should not be counted on to hold the tire pressure in ordinary caps,
