Turbo Charger on '88 t-bird losing power

I think my turbo isnt working porperly on my 88 t-bird. The gauge shows that its working and i can hear the whisting sound it makes, but i dont feel that extra boost that i think i should be feeling. I was talking to someone the toher who had driven a turbo charged t-bird just like mine and he sed when the turbocharger kicked in it lit up the tires and scared the crap out of him. Mine is yet to do something like that. What can i do? Please help. Thank You.
