Test for lack of power to it to verify that. Then if power test the fuel pressure available at the engine. It may take more than a Haynes manual for details on that. AllData.com seems to be the most comprehensive at these things and you have to buy it online for your vehicle. I don't have their edition that covers many vehicles as it would be very expensive for me to do that as I'm retired from making money at this trade so it's just not in my own interest to have it anymore.
Chase down the 12V power for now and hit back and let's see what we can figure out,
