No power to stereo or when key in ACC position

I am running a 2005 Pontiac Sunfire. Recently I went away and when I came back there was no power to my stereo. I just noticed today that there is also no power when I turn the ignition to the ACC or Accessory position (I believe that the problems are connected). I have checked fuses and noticed that the CIG fuse was burnt out but changing that did not help. I also changed the relay in the front fuse panel and that did not work. All other fuses that I checked appear fine. I checked the power to the stereo with a voltmeter and there was nothingt. Everything works (but the stereo) when the key is in the ON position or the engine is running.

I am no expert at electrical and I am really unsure of where to look next. Any help would be appreciated. Open the trunk and on the spare tire cover is a sticker with a bunch of letters and numbers on it.
