98 Chevy Cavalier front end noise

When turning, a rubbing/scrubbing/groaning noise is heard. It doesn't matter if it's a right or left turn.
I just had the lower tied rods replaced as the boot seals were busted.
The noise went away a couple of days after the repair, but now it's back.
